Depends on what you want to host... if you want to create a complete website, angelfire.com or ripway.com are good ones, the only but is that angelfire doesn't allow remote linking.

Check with your ISP whether you have any hosting entitlement. UK ISPs at least generally do and their users don't take advantage of it. Not sure about the US. Space tends to be between 10-25mb. Not advanced enough for any crazy uber-flash designed site, but plenty enough for multiple subsites with image-layouts (like mine below, though my ISP is pretty generous). Some larger ISPs will have programmes you can create and upload your site through. This is good enough for creating basic "hello world" pages, but not for anything anyone but your closest friends are going to drop in on once and commend you for. Ultimately, such things will just get in the way of you designing and putting into practice, a website, so you'll want to find how to upload your website via FTP (I use SmartFTP which is open-source).
The best hosting is of course, commerically paid for hosting. However, i've never taken the dive so I can't recommend anything (and really, it's not like I honestly need to at the end of the day, and unless you're working on something big, you probably won't need to either).
