I have played both SH1 and 2 and both were scary as hell and had incredible detail, like the visible moisture on the monsters or on James' eyes. simply incredible.

I don't think you can say this is a change compared to the previous game. In fact Silent Hill 2 FMVs, as it happened in many other Konami's games, were created for English language. Look at the movements of the lips of the characters. They're clearly speaking English, not Japanese. So, this is not a suprise, that in SH3 too they're using English as first language and Japanese as a secondary one.

Yes, that's exact. And exactly the same was done by Konami for Shadow Of Destiny.
