Some of the odd characters I know are from Sen to Chihiro no Kamikakushi (Spirited Away). Actually, it seems that Hayao-sensei's and Studio Ghibli's characters are pretty weird.
Another character that is odd to me is Neko-sensei from this new anime called "Princess Tutu". Weird indeed.
