Those two chances appear at T intersections where two police cars collide in front on you. What you need to do is keep with him for those parts, and keep you eyes peeled. It works and you just have to scout what intersections they are. TRUST ME-IT WORKS
Congrats on beating him, man. I actually didn't think that boosting your wanted level would help, since that T intersection that you mentioned didn't really do much for me...he was always able to avoid it, the bastard.
