yes, its only online. As far as server arrangements go, the best indicator is that - as far as I know - Americans will be playing with the Japanese (though they'll probably be more world servers added to the list of about 20 or so - each named after GFs or common items in the FF universe, Ragnarok being a popular one amoungst English importers).

It'd make little sense to make an online system that excludes Europeans, as they're probably won't be that many of them... a fact that makes a FFXI release - on PS2 at least - a bleak and possibly unlikely prospect.

I'm not entirely sure how communication is handled btw. I'm assuming that English is adopted as the "offical" language, but some kind of phrase selection option may be available (ie. I click "Hello", and anyone set to French language sees "Bonjour")
