Yea, I've dont research on the cop and turns out he's nicknamed the "supercop". He can bust you in unbustable situations such as when you are flying a helicopter or driving a boat.
I searched for him and saw him again. I tried killing him but he's just too damn fast. But I still like him and I think Rockstar put him into the game for kicks, instead of it being a simple glitch.
Speaking of glitches why didnt they fix the superjump glitch that was in GTA3?
