Many other forums use bars or have hacks to add the bars, in case they're not included in the basic version of the software. We had to add them later too. This is definitely not a VB additional feature only. If this was what you were asking

As for similarities with phpBB, I really don't know 'cause we have never used phpBB. You should take a look at the official sites of both softwares and read some FAQ/help forum. You'll probably find there better explanations.
