There are a couple of possible reasons why:
#1: The BS&P caught on to the things WS was leaving in.
BS&P: Bureau of Standards and Procedures.
They say what can and cannot be shown on television.
WS: Williams Street.
They edit the shows CN airs so they can be shown on TV.
#2: Certain Kyoto episodes became impossible to edit around.
#3: Cartoon Network is waiting to air the Kyoto arc later on. (doubtful)
That means there are only 7 new episodes left:

crap i want to see the kyoto arc damn it !! im new to kenshin but ive heared many fans said this is where series really picks up.
i really hope this isnt true maybe they want to stretch this series as long as possible, like what they did to dbz..
