Which GTA game are you talking about? If you mean GTA3, there's one in Al's Army Surplus store, the place on the second island where there's a tank that's locked for most of the game. There's a Barracks OL there. You probably are talking about Vice City though, and that's a game I can't help you with, since I don't own it.
