Damn,m sorry, its not Haste, Its STOP, infact, there is no HASTE magic in the game anyways.

And when you see the Halo above your head, Sin Harvest always gets ya (at least to my knowledge) so jus be ready with the elixier. But try to hit him as soon as he shouts Sin Harvest and before the Halo appears.
