As to why they were allowed, not all (infact very few) countries have passed Anti-Cloning laws. Even the United States has not made stipulations EXPRESSLY banning Human Cloning.
Though maybe it was a conspiracy by the more right-wing groups from home (US), being that having these UFO obsessed ninnies even associated with the first Cloned human child probably set back the situation anywhere from a decade to a century.
