I just flew over the houses and blew away the guys that were closest first, then took my time with the guys that were further away. It also helps that you can't run out of ammo in the chopper. I just kept a steady stream of bullets flowing. As soon as I got out of the chopper, I just used stealth techniques to kill the rest of the guys in the house. Easy as pie!
