I think most villain of FF series are insane, or they seem to be perverted insane people Their personalities are almost identical, on the base, with some differences due to variations of background informations, biographies and so on.

But I agree that Kuja and Sephiroth are the ones with most points in common, both for their nature and because their need for revenge is partly motivated.
