You can drive Around & get in & out of Any car that has blown up & lost a wheel Execpt a Police / Fbi Car !
Not A cheat but more of a Trick !
Here's How
Stand infront of a car that you want "leaving the driver in the car"
Enter
"Blow up all cars Cheat"+Straight after Enter "Health Cheat"
NOTE: When you put the health Cheat in make sure , your Man is in the car & shut the door "So the Fire dies out"
Then you can drive it around with 3 wheels & burnt out!
The only reason it does this is !
When you put in BLOW UP ALL CARS they explode straight away , But they stay on fire Ready to blow again , this is when you enter the car & put in the health cheat!
