Actually, what I meant by "rare" is that it's because they're from Japan and they're very rare to people in the US. They only came out in 2001 and some online stores are still selling them. The only problem is, you don't know which ones you get, so you would have to spend a lot to get them all. And Raiden is the only character that is impossible to get, so he's considered "rare".
