Hmm... I think Yuffie would win. I'd say it's a pretty even match but since most of Yuffie's weapons are long range, she seems to have the advantage.

Rikku is a wimp, she dies really fast.
However, her mix is really strong. I still go for Yuffie, Rikku is a gonner. They are too similar.
We may be surprised by who would win if they did fight.
