Agreed on the Fifa, just look at the way they instruct the refs before every big tournament, no wonder you get a bunch of clueless refs every two years they have different rules. Most refs come from competitions where they are differently instructed and for four weeks every 2 years they need to adept the Fifa way of leading a game. They need to put structure into the way they want a game lead and hold onto that.Like you said I wouldn't be surprised if in 2 years time the whole insult thing is the next thing that refs have to immediately show yellow cards for.
