Yeah, I know...he really does look like Vash, during goofy mode. 
But yes, this series was originally novels written by Yoshida, Sunao and then the manga was adapted created by Kujou, Kiyo under Asuka Comics(part of Kadokawa publishing). The anime's character designs are under a guy named Shibamoto, THORES (jaw-droppingly beautiful art, BTW). Yoshida died on July 15 of last year from a disease, two weeks after the news of the production of the anime series.
