in my opinion for the next game:
They have the newest city with its story line, but incorporate all the other cities from the previous games, to go with the story. or have it to where u can fly "across" the country in a plane.
say u have liberty city: u fly out of the airport there- it allows u to fly either way- lets u fly for about 5 minutes towards the other cities, but has a load screen that could say(a few hours later) and allows anothe rfive minute flight to the other airports.
