First you need the URL of the picture or you could just type words for your sig.
Then go to User CP and select Edit Signature.
If you're not using a picture for your sig, just type the words you want to type.
If you're using a picture, then use IMG tags.
[img*]https://www.yoursighere.com[/img*] is the code for it, just remove the *
As for who can make sigs, ask Piggle. I think a few others can make sigs as well.
