I haven't heard of a GTA online, though I wouldn't be surprised if someone is already thinking about it or trying to develop something like it.

An online game would be interesting, for sure, but the way the game will be developed is tricky. Perhaps, since making it online, you can create a character and build up his/her status and recruit other online members as part of your gang or clan or something. Then you take over territories and areas and such. Another player can do the same and both parties will have to go into a war with each other to claim that territory. If one particular player's gang is rising up on the status, the other online players will have to build up their credibility/status and try to take down/take over the "rising leader" or something. But, this might take forever and would require a lot of different missions/mini-games to do this.

Or, as you said, maybe you can play as a cop and another player can be the criminal and the cop has to try to beat down the criminal and his thuggish ways or something.

Ah, my ideas are just ramble, but I don't really know if any online game would work or not. Knowing Rockstar's reputation now though, it'd probably just sell even if it wasn't such a good game/idea.
