Depends. Most games have an annoying sountrack because it is misplaced, so for the greatest part of action/adventure titles I like music only during "important moments", where there's some drama going on, when there's something to be underlined. Using the soundtrack too much in these cases is redundant and superfluous. For RPg games or some other genres having it on all time isn't a problem, but also in these cases depends on the game. Among the two options I slightly prefer music only during "special" moments.
