Yes, you can put vBulletin on a subdomain. However, the server which hosts the subdomain must have MySQL installed. You can download MySQL, and even install it, but only if you have root permissions on the server you're going to use. If you don't have MySQL, you're out of luck, sorry.
An alternative would be to download the Windows binaries of MySQL, install it on localhost, along with PHP, and Apache, and you can run vBulletin on your computer. If you a fast connection (cable or faster), you can make your computer a makeshift server, but that opens you up to a whole shitload of security risks.
