I think it will be a good thing and it won't cause any major problems, the only one maybe that a lot of people including officers don't what to do in certain situations regarding offences, arrests etc. They should make it more clear it's either legal or illegal that way people know what's the deal and don't run the risk of being arrested cause mr.officer is having a bad day(if you know what I mean).
