i havent been to the airport yet,
are there helicopters there to steal ?

The fastest place to find helicopters is most definitely the police station downtown. it takes about 6 missions to unlock the second island. to get to the station get on the hoghway on the east side of the second island and head north. eventually you will reach a place where you have to turn, but instead I cross onto the road to your left. This road leads right up to the police station. you will know you are at the p station when you see the "police only" parking writen on the road. go around back of the cop station to find a large set of stairs. go up and there will be a ramp. sitting on the ramp is the police maverick. if it isn't there, go out of site of the helipad, count to 20 and then go back and check. it should be there. fun flying!
