To name but a few of the real shiners that revolutionised console gaming in my eyes:

Final Fantasy VII
Tomb Raider
Gran Tourismo
Resident Evil
Tekken 2
Metal Gear Solid
Command and Conquer

The reason C&C is in there is because is was the first time a game of that capacity was made to fit in console format.
Tekken brought about a whole new fluidity in all fighting games.
And for the rest, they speak for themselves really

Jet Moto 2
Devil Dice
Suikoden

Tony Hawk 1&2

There are more but that is a few

Out of all of those I would say that MGS is the best
