Maybe you just have to make the general rules, and then in the period of time chosen for the tournament, people would be free to post their works specifying in the topic it's for the tournament.
If they're too lazy to join before it starts, maybe they'll find amusing joining when it's started

I would've like to have joined. But my scanner isgoing through "repairs" and there are too many judges already so I guess I lucked out.
