That North American Megaman boxart gets me every time. It looks like they outsourced the art to the first child relative they could find who could actually hold a pencil. A bit.
Edit: Also, this. There's nothing exactly wrong with the boxart, but the name? I can neither imagine the game lasting very long, nor imagine that it has anything to do guns and top secret packages. Sounds a bit dubious really...
