Yes, it appears it is the Cold War, check out this link, click the picture on the site, notice how the first picture is all Jungle, with planes, the Russian hammer and sickle and the peace symbol... https://www.konamijpn.com/products/mg...ese/index.html

One of those titles say Cold War, and you can see lots of information about those time periods but moving along the tabs. They mention the Cold War, Russia and Vietnam. Section 1963 mentions the Nuclear Race and Space Race - Both US and Russian...
Semipalatinsk is mentioned, which was a Russian Nuclear test site from 1950s to 1990....there again the 1960s link between the times, again Operation Nougat and Operation Dominic are mentioned, both US and Soviet Russian Nuclear testing programs in 1961 - 1962. Also mentions Tonkin Bay!

Strangely enough, Hideo Kojima was born at the end of 1963...this may explain the 60s plot?
Check out the site, as you can see i did some research on the titles mentioned...maybe it has nothing to do with it, but it appears to link MGS3 to Russia, the Cold War, Vietnam, Space and Nuclear bombs...

Whats survival of the Snakest refer to? Being stealthy, or maybe they mean theres more than one out there in MGS3 like you...maybe the big enemy...?
