This plane can be found in a hanger on the North side of the airport. Drive it out to the southern area with the runway and use that to take off. It drives on solid ground and flies. GTA - VC: The Skimmer. This only becomes available after a certain mission and appears behind the film studios. You'll know when it's ready for taking, because you'll have to use it in one mission.
