u dont have to get 100 packages to get it just fly over to the air base and get it.

You will need to do some missions to open up the whole city and get access to a heli first.

Not if you enter the flying cheat 1st , so ya can fly to get them! Just the same way i did in GTA 3

I got all 100 hidden packages before i opened up the 2nd city ( STAUNTON)

Even the one on top of the Bidge between Shoreside & Staunton!
I flew up ther in a tank , after i landed it (after a few attempts) , i hopped on top of the tank then , hopped over to the package ! <Not as easy as it sounds !

But i got them all in the end ! Nnyyes
