Maybe I used a wrong term. With the words "from the beginning" I imagined something like Star Wars movies. When the first movie, episode IV, came out, people didn't know there were other 5 movies still waiting to be made and released, ok? But now that you know it, you can see the project was including at least 6 movies from the beginning. The story necessarily needs the other movies. Another example, speaking only about videogames, is Metal Gear Solid. Maybe they haven't clearly planned the game as they are from the beginning, but the project is very different from FFX one. There's not Metal Gear Solid 2 only because fans wanted it or because the company needs money... the creator of they game thought his saga planning to make the sequel. On the other hand, FFX was, like other FF games, more like a single episode. The fact there's some space for guessing there could be something happening besides FFX story, doesn't mean there MUST be a sequel. If so, nearly any other game ever made could have a sequel
It sounds to me more like if Square knew this was the most "successful" game of the series. The one people liked the most, also non-typical ff fans, because of many reasons I won't explain here again, and said "Ok, this one will have a sequel". If it was planned from the beginning or not, it's not important.
