In some countries, it is! It is expensive almost everywhere! Like where I live, it's true what Panuru said: most of the times a bottle of soda is less expensive than a bottle of water! It's ridiculous! Our water at home is good to drink, so I wouldn't go out to buy a bottle, if I'm not in terrible need, but somewhere water is not as good and buying it is a necessity. So here you have another superfluous expense in your family balance!
