...your first question about Saitou and Okita, I don't know if these 2 act exactly like the characters in Rurouni Kenshin but these two are real people in Japanese history. Okita, apparently, is supposed to be the youngest member of the Shinsengumi army and Saitou is supposed to be this traditional and powerful captain as well. But, while they are the same people and names, I'm not sure if the personality is real (in both Kenshin or Peacemaker).

As for your second question about the storyline in Peacemaker to be before Kenshin's storyline, yes, the story should be before the Meiji Restoration era in Japan. I hope this helps a little.
