Final Fantasy XI

Is this game only playable Online?? Or can you also play it without the online stuff?? And when is it coming out in Europe??

As far as I know, it only has online capabilities, similiar to EverQuest. It would be nice to be able to play offline and level and then go online and screw around with friends.
