Found two ways to make some decent cash quick and easy and without wanted stars.
First one which I am sure you have discovered is the good citizen bonus. For those who haven't, stop someone who is running from the police by hitting them (punch, don't shoot) or stop them with your car (block them so they can't run any farther). Trick is, so you don't accidentally wind up hitting the cop and getting a star and losing out on the bonus, let the cop finish him off. Then take his money and keep kicking him. You will get $50 every time you hit/kick him until he disappears. Best place for this is at night by North Shore Mall.
Just found this out... if you mow the Parking Meters in Downtown you get tons of cash falling out of them. Easy money people... eeeeasy money...and they just keep regenerating.
