Booting CD-Rs

can't get my PS2 (pre-modded with Messiah/Apple) to boot CD-R backups. have no problems getting either DVD-R games or movies to work ... just no love with CD-Rs.

what am i missing here? have already dug through a number of posts and am having no luck finding an answer.
